In 1999, the Florida
Legislature passed
section 381.0075,
Florida Statutes (F.S.),
regulating the
body-piercing industry.
Chapter
64E-19.pdf,
Florida Administrative
Code (F.A.C.) prescribes
the minimum sanitary and
safety requirements
related to the design,
operation, and
maintenance of
body-piercing salons and
temporary
establishments.
Body Piercing Program
PBCHD prescribes minimum sanitary and safety requirements related to the design
and operation of body piercing salons. Body piercing includes any prick, pierce or scar to the skin. The PBCHD permitting program for body piercing activities is intended to
protect the health, safety and welfare of the public from the spread of infectious diseases. This program went into effect in January 2000. Enforcement actions are
initiated as a result of noncompliance with specific rules and regulations. The type of violation determines the enforcement action taken. Penalties vary depending on the
nature and severity of the violation's.

Tanning Facilities
The objective of this
program is to establish
comprehensive and uniform
procedures to ensure that
new and existing tanning
facilities in
each Palm Beach County are
operated in accordance with
applicable laws and rules.
The procedures apply to all
environmental health staff
involved in the
administration and
implementation of the
tanning facility program
component.
Exposure to non-ionizing
radiation, such as
ultraviolet light, has been
implicated in the occurrence
of acute injuries and
chronic diseases. Tanning
devices expose users of the
equipment to ultraviolet
radiation to affect a tan.
PBCHD regulates tanning
facilities to prevent or
reduce the risk of
occurrence of those injuries
and diseases that may occur
due to the exposure.
Facilities are also
regulated to prevent the
occurrence of communicable
diseases associated with the
lack of sanitary operation
of the facility. To achieve
this end, PBCHD license and
inspect tanning facilities
for compliance with the
department’s safety and
sanitation standards.
